I woudn't call any of the hotels you listed budget, which implies cheap. Ever since the YWCA Hotel opened on Beatty, I've been staying there several times a year. They have a variety of rooms to meet all traveller's styles - 5 bed dorms with ensuite, single bed bath in the hall, rooms with shared bathrooms and standard two doubles with ensuite - and budgets. The location can't be beat, although staying there during hockey play-offs is an adventure, and they have secure underground parking. Last fall in an emergency situtation when the Y was full I stayed at the Blue Horizon. They gave me a deal and it was still more than I pay at the Y. I was, however on the 33rd floor with a view of both English Bay and Coal Harbour and the bedding was luxuirious!

Budget is really in the eye of the beholder.
